Morton is an inland Tazewell County market with its own Public Works, planning and subdivision framework. The page’s job is to connect those local systems to better questions about a driveway, walk or patio without implying that all Morton homes have the same base.
What Village sources establish
The Village Public Works Department maintains village water, sewer and stormwater systems. Morton’s Planning and Community Development office handles code enforcement, plats and subdivision review.
The subdivision ordinance requires an engineer-accepted storm-drainage system with detention. It accounts for upstream tributary areas, calls for flood routes and erosion control at discharge points, and includes sump-drain laterals for lots in subdivisions.
Those are development standards, not proof that an existing driveway connects to a particular system. They create address-specific questions about inlets, swales, sump discharge and downstream flow.
Trace roof, sump and yard water
Walk the site after rain. Locate roof outlets, sump discharge, swales, curb inlets and low joints. Note whether water crosses the slab, disappears beside an edge or returns toward the house. Photograph sediment or open voids.
Ask:
- Is the sump connected to a designated lateral or discharging on the surface?
- Has landscaping blocked a swale or inlet?
- Will the proposed lift preserve the intended route?
- Is water entering through an open joint or arriving from uphill?
- Does the Village need to answer a stormwater or right-of-way question?
Concrete lifting can change the surface route. It does not repair a buried line or redesign subdivision drainage unless those items are separately scoped by the right provider.
Confirm the public boundary
Driveway approaches, sidewalks, curbs and storm structures can involve Village property or approval. Before including them in a private lifting quote, ask Public Works or Planning who controls the panel and what current requirements apply.
This is not paperwork for its own sake. The answer can affect permissible method, restoration, target elevation and contractor responsibility. Record the office response and date because requirements can change.
Inspect the concrete as an asset
Map the panels and cracks. Mark fixed edges at the garage, street, steps, drains and adjoining concrete. Measure the edge difference and intended fall. An intact panel with a recoverable target may justify lifting. A fragmented, deeply scaled or structurally compromised panel may not.
Do not assume an existing crack disappears. It may close partially, remain visible or cause separate pieces to move differently. Ask the estimator to state how cracks affect the injection pattern and whether sealing is included.
Select a method from the evidence
Mudjacking uses a pumpable slurry and often suits accessible larger panels. Polyurethane lifting uses smaller holes and an expanding material. Either can be a poor choice when the slab condition, utility context or target is wrong.
Compare material, hole pattern, access, estimated void, target, patch finish and use timing. Ask which gaps could receive the fill and what controls placement near drains, edges or fragile adjoining concrete.
Normalize the Morton quote
Put the following on separate rows:
- panels included;
- lifting method and target;
- crack or joint sealing;
- sump, downspout or drainage correction;
- approach or public-right-of-way work;
- partial replacement or grinding;
- soil and landscape restoration; and
- permit, inspection and price-change assumptions.

Prepare for an inspection
Take wide photos from the house toward the street and from the street toward the house. Add close images of cracks, patch history and exposed edges. Record when the sump runs and where it discharges. Note any utility excavation or subdivision drainage work near the slab.
Ask for a simple panel sketch with arrows showing intended water flow. Require the provider to list unknowns. If another trade or Village office must answer first, state that sequence in the quote.
Keep a Morton drainage record
Write down whether the lot uses a visible swale, curb inlet, sump lateral or surface discharge. Draw current and planned water arrows. Add the Village office and date for any public-boundary answer.
For a driveway, show the garage, walk, curb and road. For a patio, show the foundation and yard low point. Add the equipment route, especially gates and soft turf. State any drain or line that must be located before drilling.

A subdivision water check
Write the visible water route first. It may be swale, inlet, sump line or surface flow. If unknown, ask the Village. Do not assume a buried line exists.
Draw the driveway or patio and add the nearest receiving point. Mark the current and planned arrows. Add the public boundary and any known field tile or utility.
Take one photo while the sump runs, if it can be done safely. Add the time and weather. This gives the provider a clear water fact before material is chosen.
Check the sump after work
Run it only in the normal safe way. Watch the outlet and slab edge. Note any new ponding. Keep the time and weather with the first photo.
If water now crosses the lifted slab, ask the provider to review the target. Do not change a public outlet without Village advice.
